ACTED Pakistan programmes range from short-term emergency responses to recovery and rehabilitation, as well as longer-term development initiatives. ACTED strategy is to target vulnerable communities affected by natural and conflict-related disasters as well as lack of socio-economic development.

Assignment

Under the supervision of the Project Manager, the Master Trainer (Consultant) – WASH & DRR will be responsible for the content development, planning, implementation, and follow-up of Project within the target areas of the office. This assignment includes planning, training, strategizing, mobilization, supervision of implementation, monitoring, and evaluation of program activities, internal and reporting.

1.     Purpose of the consultancy  

The specific purpose of this consultancy is to build the capacity of ACTED’s staff, CRPs and WASH Management Committees (WMCs) on WASH & DRR, who will further impart this knowledge through comprehensive trainings to communities in the selected target Union Councils/Villages for awareness raising on WASH & DRR.

2.     Essential and Desirable Experience/Qualifications

ACTED is seeking experienced person for Consultancy with the following expertise:

  • Individual Consultant with advanced university degree(s) and 5 years’ experience in conducting trainings on WASH and DRR.
  • Have in-depth knowledge of WASH & DRR. 
  • A reputable consultant with documented experience in conducting similar trainings (including content development).
  • Excellent facilitation, reporting and presentation.
  • Available in Pakistan during assignment period and can conduct all the trainings for the targeted Districts.

3.     Objectives and Specific Tasks to be undertaken by the Consulting Firm/Individual.

The objective of this assignment is to conduct Training of Trainers (ToTs) for capacity building of the project staff, CRPs and WASH Management Committees in districts Jacobabad & Kashmore in Sindh province.

Following are the major tasks the consultant is expected to undertake.

  • To introduce participants to concepts on flood resilient WASH & DRR.
  • To orientate participants on advocacy and social mobilization.
  • To build the capacity of participants to impart knowledge to their community on prevention of diarrhoeal and water-related diseases.
  • To equip participants with gender sensitive hygiene promotion facilitation skills.
  • To orient and capacitate project staff, WASH management committees, CRPs and other Acted staff on climate/flood resilient DRR & WASH,
  • To provide participants with tools for community mobilization and planning to address existing hygiene and sanitation problems specifically in terms of gender.
  • To discuss factors that affect behaviours and how they can be altered to bring about positive gender sensitive hygiene behaviours.
  • To equip the participants about DRR and WASH relation status.
  • To equip the participants for the emergency WASH handling/Management skills.
  • To build the capacity of CRPs and WASH Management Committees on WASH & DRR. After which, CRP & WMCs will further deliver sessions in communities for better delivery of project components in the respective communities.

4.     Outputs

The Master Trainer WAH-DRR (consultant) will produce following key outputs (subject to further refinement after consultation):

  • Finalize and provide training tools/manuals which should focus on the main steps, procedure, and tools of WASH approach as well as on core skills/ experiences required for facilitating a training for the lower levels, based on participatory and learner’s cantered training approach.
  • Conduct district wise comprehensive one day TOT (20 Jacobabad & 15 in Kashmore) for selected WASH management committees (WMCs) in communities.
  • Conduct one day Training Session of ACTED’s staff at office on WASH & DRR. To build the capacity of staff for better delivery of project components in the respective communities.
  • Produce a detailed training report which will includes contents, executive summary, methodology, sessions proceedings, pre and post training evaluation, monitoring, and evaluation tools.
  • Payments will be made as per the set milestones agreed in the contract agreement. Apart from copies of all reports/documents, the following will be required by Acted at the end of the set deadlines.
  • Total Trainings are 35, trainings duration will consist of three (3) months.
  • Consultant will be paid on the monthly basis.
  • Consultant will produce/Submit for each his monthly payment release on basis of means of verification, Pictures of the sessions, Attendance and Training’s reports.
  • Payment will be made within ten days by contracting authority after the submission above mentioned documents & accepted by contracting authority.

The consultant will complete the work over a period of 3 months starting from 1st June 2023 with the following break up.
