Job Description:
Purpose of Job:
  • To support the successful implementation and completion of MNH-RAF by ensuring effective ME of grant projects and their outcomes.
  • To analyse, review and document RAFs input on grantees capacity building
  • To conduct desk and field-based monitoring of a small number of grant projects, in coordination with the rest of the RAF team and clients / partners.
  • To facilitate consistent and comprehensive reviews/evaluations of funded projects and other RAF-supported initiatives.
  • To support the preparation and completion of key management reports such as quarterly progress reports, annual reports, evaluations, and the final RAF report..
  • To track and document RAFs impact on policy and practice..
  • To deliver the outputs of the RAF programme to the satisfaction of the client, British Council associated delivery partners, and the Programme Manager.

Key Accountabilities and Responsibilities:


(40%) Suppport to the programme through coordinating ME of RAF

  • Monitoring and reporting on RAF performance by monitoring the RAF log frame when appropriate and reporting progress to the PMU.
  • Supporting the Programme Manager in producing quarterly and annual RAF progress reports.
  • Supporting the Programme Manager in producing the final RAF report.
  • Assisting in the preparation of the final evaluation of RAF.
  • Supporting the coordination of the monthly Grants and ME meeting.
  • Supporting the communications team to identify and carry out case studies.
  • Supporting the Programme Manager through regularly reviewing and updating RAFs work plan.
  • Regularly updating the database of grantee project information; including number of projects completed, progress, geographical coverage and themes.
  • Undertaking evaluation, analysis, and documentation on the impact of key RAF capacity building processes, including workshops and events.
  • Supporting the grants team in their management of the Central Point and Grants Matrix, particularly focusing on updating the shared calendar of grantee events.
  • Actively engaging with government and other stakeholders at the provincial level on updating stakeholders on a quarterly basis.

(50%) Manage the monitoring and evaluation of RAF funded grant projects


  • Preparing monthly plans for the field monitoring of grant projects in consultation with other members of PMU for approval of the Programme Manager.
  • Conducting desk and field monitoring of grant projects for a small number of grants. .
  • Organising monitoring field visit(s) by consultant(s) on behalf of RAF (as required).
  • Conducting end of project reviews, analysing project findings, reports and impact. Ensuring completion of project review(s) or evaluation(s).
  • Providing feedback to grant projects and PMU on reviews and project evaluations.
  • Supporting consultant(s) with consultants to ensure effective review(s) evaluation(s) of Grantees.

(10%) Contribute to the RAF Team

  • Contribute effectively to PMU and RAF meetings.
  • Support RAF team activities as requested by the Programme Manager/Line Manager.
  • Represent RAF externally.
  • Lead on liaising with British Council for the Scorecard system of impact monitoring.

Context and Environment
  • Extensive travelwill be required to for ME and coordination at federal and provincial level to support the implementation of the programme and build relationships with key MNH stakeholders.
  • Provide support to applicants as well as grantees in delivering high quality projects funded by RAF.

Skills and Knowledge

  • Excellent written and spoken communication skills both in English and Urdu
  • Excellent computing skills
  • Extensive theoretical and practical knowledge of ME methods
  • Proven project management experience (excluding business systems and processes)
  • Good financial planning and management
  • Good communication skills


Experience

  • Minimum 3 years work experience in ME.
  • Extensive experience of managing professional inputs in development programmes
  • Experience of training/technical support in ME and logical frameworks
  • Excellent understanding of the health sector in Pakistan with strong connections at federal, provincialand district levels
  • Expertise on MEC


Qualifications

  • Higher degree in relevant area

The Maternal and Newborn Health Research and Advocacy Fund (RAF) is a 5 year programme with an ambitious aim to help put Pakistan on track for MDG 4 and 5. Pakistan has the sixth highest maternal mortality rate in the world. Without significant improvement in maternal and newborn health (MNH) in Pakistan it will be impossible to reach global targets for MDGs 4 and 5.

The Maternal and Newborn Health Research and Advocacy Fund (RAF) is a five year national programme funded by Department for International Development (DFID) and Australian Agency for International Development (AusAID) and managed by a consortium led by the British Council.

RAF aims to influence pro-poor policy and practice change related to MNH through research based advocacy. RAF has already undertaken three rounds of proposals, and is in the process of announcing the fourth round.
