Job Description:


PPAF has received financing from the International Development Association (IDA) toward the cost of the project PPAF-III, and intends to apply part of the proceeds for consulting services Annual Environmental and Social Monitoring/Assessment.


All PPAF assisted interventions have to undergo the screening of environmental and social impacts as defined in Environmental and Social Management Framework (ESMF) to ensure compliance of environmental and social safeguards and to avoid or mitigate negative impacts on physical, biological and social environment.


The objective of the proposed study is to assess the performance of PPAF in implementing Environmental and Social Management Framework (ESMF) both in terms of the content and process. Furthermore, the degree of effectiveness of ESMF as a tool for mitigating negative environmental and social impacts and ensuring compliance with the World Bank safeguards polices for different interventions both for Partner Organizations and PPAF needs to be assessed.


PPAF now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firm consultants shall be evaluated on the basis of following criteria:

Registration with Government

  • Please submit a valid company registration certificate and NTN along with your EOI

Relevant Experience

  • The consultants/ must have an experience of at least fifteen (15) years of conducting Environmental and Social Audits of community driven development projects. The firm should have completed at least five assignments of comparable scale and complexity in reputable organizations. The firm must have a core research team-with each member having at least a masters degree in Environmental or Social Sciences.
  • The team must be led by an experienced Environmental and Social Development specialist with at least a Masters degree and fifteen (15) years of experience and a proven track record of leading third party validation study of Environmental and Social Safeguards. The other team members must include an environmental specialist with post-graduate qualifications and five (5) years experience and a social safeguards specialist

Financial Status

  • Give evidence of annual turnover of approximately Rs. 5,000,000, where at least one contract exceeds Rs. 1,500,000 in the last two years. Attach list of projects undertaken in the last one-year, and audited financial statements for last two years.

Performance in relevant subject

  • Specialized knowledge and significant documented experience in 2-3 substantive areas/aspects of environmental and social management and impact assessment.

Associated Human Resources

  • Provide key staff details of those people who would be directly associated with the assignment for which you are expressing an interest.

The firm(s) who would qualify the above criteria would be considered for next step i.e. Short listed firm(s) will be invited to submit the technical and financial proposal for the assignment.

It is required that consultants provide professional, objective, and impartial advice and at all times hold the clients interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers, revised October 2006.
