Job Description:

Position Purpose:

The Project Manager for Birth Registration will provide overall leadership, coordination, and technical oversight to ensure the effective implementation and achievement of project objectives. Under the primary supervision of the DG-LGRDD and with a dotted reporting line to UNICEF's Child Protection Officer, the Project Manager will oversee planning, execution, monitoring, and reporting of all project activities. The role will be responsible for managing partnerships, guiding technical teams, supporting resource utilization, and facilitating advocacy and capacity-building efforts with key stakeholders, particularly within the Health Department. The Project Manager will also ensure alignment with broader program goals, address implementation challenges, and promote inclusive strategies to enhance birth registration coverage, especially among marginalized communities.

Key Responsibilities:

  • Under the primary supervision of DG-LGRDD with a dotted reporting line to the Child Protection Officer at UNICEF, the project manager will Ensure effective and efficient technical and operational implementation of the project activities and results
  • Prepare concept notes, project documents, detailed implementation plans, weekly, quarterly, and annual reports
  • Undertake day-to-day management of the program through onsite analysis of birth registration data and progress of the integrated BR system
  • Establish and maintain partnerships with key stakeholders particularly Health Department at district and directorate level to generate dialogue and advocacy for BR integration
  • Support and facilitate project team to meet agreed targets/ deliverables
  • Organize stakeholders’ meetings and capacity building activities to meet the needs of public for BR specially the marginalized children and communities
  • Monitoring effectiveness of the Program with respect to achieving outputs/results and application and generate recommendations to manage challenges and bottlenecks
  • Implement a systematic and consistent approach for managing the performance of staff to ensure quality and effectiveness of overall performance
  • Ensure the efficient and optimum utilization of resources specially finances and timely utilization and reporting to LGE&RDD and donor
  • Provide technical and operational support through the technical experts working on the birth registration programme and ensuring the accomplishment of their assignments and deliverables
  • Support the Technical Lead for birth registration ensuring regular meetings and proceedings of the TWG and follow-ups on the agreed action points with the relevant stakeholders
  • Ensure mapping of various social, ethnic, religious groups and the challenges they face in registering children and suggest appropriate strategies to ensure their right to registration
  • To perform any other tasks which may be deemed necessary for the successful delivery of the program.

Requirements

Qualification: 

  • Master’s degree in Social Sciences and / or Developmental Studies and / or Project Management.

Work experience:

  • Eight to ten (08-10) years’ professional experience in the development sector and work with government & UN is an asset

Skills:

Ability to develop strategic and programmatic plans, and data analytical reports in cooperation with concerned departments/other stakeholders/donorsAbility to lead project teams of various sizes and see them through to completion.Strong demonstrable understanding of formal project management methodologies.An ability to deal with complexity and ambiguityAn excellent command of English and Urdu, written and spoken.
